Purnima tithi at Hillsborough is ksaya. The rule that applies is from the
Vcal
website:
Ksaya — Said of a tithi that does not intersect with a sunrise.
When a tithi is ksaya, the general rule, based on our current research, is
that an observance scheduled for that tithi should be celebrated on the
solar
day which has its sunrise just after that tithi ends. VCal 4.01 calculates
such an observance to occur on the solar day which has its sunrise just
before
that tithi begins.
